Duties
to the public:
- Each member shall support
measures for improving the quality and availability of
professional services in the field in which they practice.
- Each member shall foster
public understanding of the nature and objectives of the
services they provide.
Duties to the clients
A. General
- Before agreeing to provide
professional services, a member shall have regard to his/her
knowledge and skills and to the resources available to
him/her, and shall not undertake work for which he/she is
insufficiently qualified by reason of limited knowledge of
the languages or subject matter.
- A member shall not perform
services in circumstances which could adversely affect the
quality of those services.
- A member shall recognize that
the client is entitled to consult another professional in
the field, a member of another professional body, or any
other appropriate person.
- A member shall endeavor to
maintain a relationship of mutual trust with the client.
- A member shall comply with the
standards and rules governing the profession in performing
services.
B. Integrity
- A member shall not make
misleading statements regarding his/her skills, the efficacy
of his/her services, or the services provided by members of
the profession.
- A member shall promptly advise
the client of any error made in the course of performing
professional services, where the error could cause loss or
harm to the client.
- A member shall not perform any
service that is unnecessary or is not commensurate with the
client's needs.
- A member shall exercise due
care in respect of property entrusted to him/her by the
client, and shall not lend such property or use it for any
purpose other than the purpose for which it was entrusted to
him/her.
C. Availability and
diligence
- A member shall exercise
diligence in performing professional services and shall endeavor
to be reasonably available.
- A member shall provide the
client with any explanation that is needed for the client to
understand and evaluate the member's services.
- A member shall not
unilaterally terminate an agreement to provide professional
services without just and reasonable cause.
- Where a member unilaterally
terminates an agreement to provide professional services,
he/she shall exercise due care to avoid causing any
foreseeable serious loss or harm to the client.

E. Independence and
impartiality
- A member shall handle requests
for information made by persons other than the client
objectively and impartially.
- A member shall promptly inform
the client of the scope of the services which he/she is to
perform and the terms on which those services will be
performed, and shall obtain the client's agreement thereto.
- A member shall provide the
client with an estimate of the anticipated cost of his/her
services, except where it is reasonable to assume that the
client is aware of the cost.
- A member shall charge fair and
reasonable fees for the professional services he/she
performs.
- A fee is fair and reasonable
if it is justified in the circumstances. In deterring the
fee, a member shall have regard to the following factors,
among others:
- his/her experience;
- the time required to
perform the services;
- the complexity of services
to be performed;
- the scope of the services
to be performed;
- whether the services to be
performed are unusual or require exceptional skill or speed.
- A member shall not charge
interest on an overdue account without first notifying the
client. The rate of interest charged shall be reasonable.
- A member shall not disclose
confidential information imparted to him/her in the practice
of the profession.
- A member may be released from
the duty of confidentiality only by the client or where
disclosure is required by law.
- A member shall not engage in
indiscreet or inappropriate discussion of a client or the
services performed for a client.
- A member shall not use
confidential information to cause harm or loss to a client
or to secure any benefit, whether direct or indirect, for
himself/herself or any other person.
- A member shall exercise due
care to ensure that his/her staff and associates do not
disclose confidential information imparted to them in the
performance of their duties.
F. Access to Files
- A member shall honor the
client's right to consult and obtain a copy of any document
concerning the client and of any file created with respect
to the client.
Duties to the profession
- A member shall make no claim
as to particular skills or qualifications, or especially the
efficacy of his/her services, unless such claim can be
substantiated.
- A member shall not advertise
in any manner that would tend to discredit the profession or
other members.
